Rhode Island Judge Netti C. Vogel first characterized the structured settlement buyers as vultures in 2008. It now seems like the “vulture” characterization is undergoing a revival as the nationally syndicated news coverage of a Washington Post report of Access Funding alleged acts of predation against poor black lead poisoning victims makes the rounds in social media.
In an article published August 30, 2015 on Allgov.com and written by Steve Straehley and Danny Biederman, entitled Human Vultures Descend on Poor Victims of Lead Poisoning, the besieged Access Funding is given the avian flesh ripping moniker as a metaphor for ripping bloody chunks of present value off the bones of the structured settlements of its alleged victims, now subject of an investigation by Maryland’s attorney general Brian Frosh, and a Congressional investigation led by Rep. Elijah Cummings and inspiring the need to amend Maryland’s Structured Settlement Protection Act and possibly Federal law.
