Category: Settlement Planners Who Factor
A settlement planner who factors is a settlement professional who:
- generally markets themselves as a plaintiff‑side settlement planner,
- but also buys structured settlement payment rights (directly or through an affiliate), concealing the activity from primary market referral sources and clients.
- or operates a factoring business under a different brand,
- or maintains undisclosed financial ties to the secondary market.
This is the core conflict of interest in the field.
A planner cannot simultaneously claim to protect long‑term financial security and profit from the liquidation of the very same long‑term assets.

Milestone CEO John Bair used 3 RELATED ENTITIES to engage in the purchase of MORE structured settlement payment rights from annuitants, including clients sourced from trial lawyers at the same time he and/or his entities previously placed plaintiffs into the structured settlement annuities

NY Court records show that Milestone’s United States Periodic Payment Assignment Company (USPPAC) was used to buy structured settlement payment rights from a Grand Island annuitant arising from a John Hancock structured annuity finalized by a Bair related company only 2 years earlier.
