Apparently Genex Capital CEO Roger Proctor can put you out of your misery in more than one way. First through one of his 6 "certified funders" he can get you cash now for your structured settlement, and if you pop up to Vancouver BC he get you some good gangja, if needed for medicinal purposes.
A Roger Proctor executed notice of intent to the Regional District of Powell River's Al Radke dated October 24, 2013, to establish a licensed medical marihuana production business, the activities for which are stated to include "to Possess, Produce, Sell, Ship, Deliver, Transport and Destroy Marihuana", can be found at the following link:

What interests me the most is the address listed for Abaca Pharmaceuticals,a company for which Roger Proctor is listed as Director. The following is a printout from Domain Tools which seeks other websites with common registration to Genex Capital.com (i.e. Genex Strategies, Inc.), one of sites, upon information and belief that Roger Proctor or his entity controls. Download Genex Capital address and pot related internet domains. The page shows Abaca Pharmaceuticals as well as few other pot related domains that we mentioned in our "Bong-o" post from last month.
- Genex Strategies, Inc. is the registrant of the listed sites according to the whois records.

- 1011 West Cordova Street Suite 3502 Vancouver, BC is the address used on the letter to the Regional District of Powell River
- At one time, Roger Proctor's public viewable Facebook page contained a picture with the caption "view from my room", the landmarks in which correspond to views from the Fairmont Pacific Rim at Coal Harbor in Vancouver located at 1011 West Cordova Vancouver, BC in Canada. The hotel part of the complex is notable as being where Glee actor Cory Monteith was found dead of an overdose of heroin and booze in July 2013. The first 22 floors at the Fairmont Pacific Rim are hotel accomodations and the remaining floors including the 35th are condos. [ Source: Wikpedia]
This appears to be the operational address for Genex Capital that is not disclosed to American consumers in its advertising. Given the assumption that one cannot factor a structured settlement in Canada, the sellers of structured settlement payments rights to or through entities controlled by Genex Strategies, Inc, and/or Roger Proctor are residents of the United States of America.
- The Genex Capital mailing address in Delaware is a UPS Store mailbox.
- The SSQ address in Hartford, CT is a mailbox at a Regus Office center.
- The Genex Capital address listed in the BBB also is a Regus office center in Baltimore Maryland.
- The domain registration address is a Jervis Street address in Vancouver,
- We have previously been able to trace the hosting of the SSQ website to Boris Drubetsky, the COO of Genex Strategies, Inc. in Coquitlam, BC Canada, despite Mr. Drubetsky's attempted deflections to uh.."Brad Jones", in writing September 4, 2012. "Brad Jones' " email address in recent press releases corresponds to Jeremy Biberdorf, an SEO from Burnaby BC that is known to do work for Genex Capital.
- SSQ claims to have done 11,000 transactions involving over $500 million.
SSQ has not registered with the Connecticut Secretary of State, despite having been held out as operating in Connecticut for more than 5 years and listing a Hartford CT address. I pointed this out in writing to Philadelphia attorney Jeffrey Kolansky of Archer & Greiner (who represents Proctor and Genex Strategies, Inc.) in May 2012. Genex or Proctor acquired the SSQ platform in or about November 2011. Roger Proctor and Boris Drubetsky's involvement in SSQ was the subject of a deliberate concealment effort. Following my identification of their involvement in SSQ May 2012, including both names being listed on the BBB report with Proctor the main contact, the names were taken off.
The structured settlement watchdog appreciates the level of business acumen Mr. Proctor possesses, but wonders how and at what cost an American consumer without capabilities and resources, would be able to seek redress from Genex Capital in the event of a dispute?
This situation highlights one of my many concerns about the gap in regulation of the structured settlements secondary market. How can American consumers and investors be adequately protected if they must navigate an intricate web of mailbox fronts. Registration and licensing should be required and the operational address should be subject to mandatory disclosure. If a PO Box or UPS Box is used as amailing address then the operational address should be disclosed as well.
